The Consortium was not designed. It was negotiated into existence by exhausted parties who had run out of alternatives. After three decades of mineral bond collapse, vanishing middle classes, rationed resources, and failed traditional economic remedies, the world's governments and space corporations met in Geneva and produced the Zero Day Accords — a document that reorganized the entire Solar economic and political order in a single stroke.
The crisis that produced the Consortium began with Asteroidal Industries' mineral bonds — investment instruments backed by future asteroid resources that proved so attractive they displaced traditional currencies. By 20 BSC, mineral bonds outvalued the US dollar, Soviet ruble, and Chinese yuan in daily transactions. When the actual material began arriving from the Belt and investors began redeeming bonds, the bonds had been issued far beyond the available material. A mass panic ensued.
The collapse of Earth's monetary economy produced a rapid widening of the class divide, resource rationing, austerity measures across nations, civil unrest, and famine conditions in some regions. The global middle class effectively disappeared. Beginning in 5 BSC, a series of Terran Conferences convened in Geneva, each attempting to coordinate a response until a final structural solution could be agreed upon.
At the final Terran Conference, the Zero Day Accords were drafted and signed by the United Nations, the three major world superpowers, and each space corporation. The chief instrument was the Articles of Consortium — the legal basis for the reorganisation of the United Nations as the Terrestrial Consortium, the creation of World Congress, and the globalisation of energy and vital industries. Private corporations gained massive power in a single stroke; national governments were reduced but not eliminated.
The Accords reinterpreted the philosophical social contract theory and extended it to corporations and governments: whole entities were treated as individuals. This was the legal and philosophical foundation of Unified Consortiumism. The Second Renaissance began the same day.
What the Accords inaugurated: the Integrated Production Sphere (IPS), the Academy system, the Energy Credit currency, the Standard Calendar, and Consortium-wide Solarnet infrastructure — including, in SY 2, the first activation of HELENA at CERN, Geneva.
The Repatriation Act is one of the events that the archive is most careful about. World Congress framed it as humanitarian colonisation — an opportunity for Earth's criminals to build new lives in the Belt. The reality recorded by independent sources is that each of the three superpowers treated the Act as a mechanism to expel political prisoners they could not imprison indefinitely or execute openly. Over twelve million people were transported off Earth. The communities they formed in the Belt and Rim would, within three generations, form the social and political substrate of the Confederacy, the Free Mars movement, and eventually the Protectorate. The Consortium seeded its own opposition.
The theory of government practised by the Consortium is known colloquially as Unified Consortiumism — a euphemism for the pragmatic application of principles laid down by the Zero Day Accords. It maintains a benevolent but firm authoritarian grip on the billions within its grasp, integrating representative republicanism, social democracy, communism, and corporate oligarchy into a functional system unlike any previously organised on Earth.
The Consortium is centrally regulated and administered from a vast multistory complex in Geneva, Switzerland that spans all the way to Bern. Hundreds of thousands of bureaucrats, statisticians, businessmen, politicians, lawyers, scientists, and specialists move through the complex daily. Constituent member entities are largely permitted self-governance, but Consortium law passed by World Congress and jurisprudence from the International Criminal Court supersedes all constituent member laws.
World Congress is composed of the members of the United States' House of Representatives and Senate alongside the Politburos of the Soviet Union and the People's Republic of China. The notable signatory corporations of the Zero Day Accords also hold their own delegations — appointed, not elected — with full speaking and voting rights on equal footing with the three superpowers.
Each superpower reorganised its internal government in response to the Accords through simultaneous constitutional conventions. In the United States, the noveau-conservative New Federalist Party successfully created a strong central government with near-unlimited commerce regulatory authority, established a fourth Economic Branch of government, and rechristened the nation "The United States" — signifying its globally inclusive reconstitution. The opposition Social Democrat Party favoured cultural distance from the other superpowers while strengthening economic ties; their Radical Social Democrat faction went further, calling for the abolition of the US and full merger with the Soviet Union and PRC.
The economic and logistical backbone of the Consortium. Organises the production and distribution of goods and energy across Inner Sol through a coordinated network of corporate, state, and Consortium-direct entities. Created by the Zero Day Accords.
Consortium-wide educational infrastructure. Produces the engineers, technicians, licensed spacers, medical professionals, and scientists that staff both Consortium institutions and corporate operations across Inner Sol. The Consortium's single largest non-military investment.
The Consortium currency, replacing the collapsed Earth monetary systems after Zero Day. Mineral bonds simultaneously became effectively worthless. Energy Credits are tied to the Mercurian Solar energy grid — a currency backed by a primary power source rather than a precious commodity or state promise.
Consortium Police Forces — direct descendant of UN peacekeeping forces prior to Zero Day. Consortium-wide jurisdiction. Members serve rotating tours drawn from all constituent Consortium entities. During the Solar War, CONPOL is militarised and functions as the Consortium's primary fighting force; it merges with Technocracy forces at the formation of the Unity Government.
Responsible for regulation and maintenance of global media on Earth across radio, television, and internet. A subsidiary of the larger Consortium Broadcast Corporation, which serves all of Inner Sol. The Consortium's voice to its own citizens.
The Consortium's highest judicial authority. Its jurisprudence supersedes the laws of all constituent member states. In practice, the ICC functions as the mechanism by which Geneva maintains legal supremacy over national courts while preserving the appearance of rule-of-law governance.
The Consortium is the product of three surviving world superpowers who agreed, under conditions of economic collapse, to cede significant sovereignty to a shared governing body. Each retains its internal political life while operating within Consortium law at the macro level. The map at the top of this entry shows their spheres of influence on Earth as of Zero Day.
The Consortium entered the Solar War in SY 132 after years of watching the Technocracy and the Protectorate fight across the Main Belt. Marcus Cato Scaevola gave an impassioned speech to World Congress arguing that Sol System was a family — and that sometimes a wise head of family must discipline the others and bring order. He declared the failure of the Confederate experiment. He remained deliberately silent on Mars.
World Congress, severely moved, passed a resolution authorising itself in a "peacekeeping" role. CONPOL was militarised — the first time Earth had seen a military formation on its surface in a century. The Earth Prosperity Initiative passed simultaneously: Consortium-wide rationing, legalised military, and a call for volunteers. Every Consortium participant in the war was a volunteer; conscription was legalised but never enforced.
The Consortium subsequently allied with the Technocracy, merged into a Unity Government under Scaevola and Quintus in SY 137, and blockaded Mars. The Krasnygrad defection — the Soviet colony on Mars raising the Soviet flag and declaring itself outside the Consortium — provoked a stall in the global economy and revolts on Earth. The Consortium's entry into the war proved to be the beginning of its end.
The Solar War's conclusion in SY 138 did not save the Consortium. Solar trade had collapsed. Earth was in civil war. CONPOL officers defected to Scaevola and Quintus personally rather than to the Consortium as an institution. World Congress was disbanded by the diarchy in SY 140.
The Emergency Powers Directive — passed in the war's aftermath — dissolved the Supreme Soviet, US Congress, and the Communist Party of China, federalising all territory on Earth under the direct control of World Congress at Geneva. The American Republican Army formed in SY 140 in response. The Consortium's institutions fragmented into successor states — Nova Roma under Quintus, Novarussia, and eventually the Anthroperium — while the Belt and Rim passed into the long disorder of the Twilight Era.
The Consortium lasted from SY 0 to approximately SY 140: one hundred forty standard years as the dominant political authority of Inner Sol. Its institutional legacy — the IPS infrastructure, Academy network, Energy Credits, Standard Calendar, and Solarnet architecture — outlasted the political entity that created them by centuries.
